Why Not, New York?

A suggestion for an $8 fee to enter certain districts of Manhattan has been shot down. The idea is similar to one that has gone into effect in London in an attempt to tone down congestion during peak hours. I'm asking, why not, New York? I think the glass is appearing half empty in this case. Whatever difficulties may arise in keeping a majority of autos out of certain areas, it is also true that opportunities will be created from it.The civic and even human benefits are obvious, from less traffic to cleaner urban space. I hope it comes back around.
